§ Mr. HunterTo ask the Secretary of State for the Environment, pursuant to his answer of 21 February,Official Report, column 5, if he will list the powers available to highway authorities to regulate or restrict vehicular use on byways open to all traffic and the circumstances in which these powers can be used.
§ Mr. AtkinsLocal authorities' powers to regulate and restrict traffic are contained principally in the Road Traffic Regulation Act 1984, as amended. They apply to all roads over which the public has access—which includes byways open to all traffic. The powers are the responsibility of the Secretary of State for Transport.
