§ Mr. RedwoodThis scheme was previously organised by the voluntary sector in Wales, but it has not operated on an all-Wales basis since 1991. I understand the voluntary sector considers that other schemes, such as the Prince of Wales awards and the Shell Better Britain campaign are better able to promote environmental improvements in local communities. I believe that this view has not really been contested to date.
