Why the administrative costs of Scottish Enterprise are £6 million higher than those of the now defunct Scottish Development Agency and Training Agency in Scotland, the responsibilities of which Scottish Enterprise has taken over.

The functions and structure of Scottish Enterprise and its predecessors are not identical, making direct comparisons difficult. The administration costs of Scottish Enterprise in its first three years from 1991–92 to 1993-94 included provision for restructuring, including reductions in staff. As a result of this restructuring the administration budget for Scottish Enterprise in 1994–95, at £49.9 million, is over £5 million lower in cash terms than that for 1993–94, and nearly £6 million lower in real terms than the combined administration costs for the Training Agency and the Scottish Development Agency in their last year of existence in 1990–91.

How many senior executives are employed by Scottish Enterprise and its subsidiaries compared with the number employed by the Scottish Development Agency and the Training Agency in Scotland in their last year of operation.

The three organisations differ in organisation, scale and structure, making comparisons difficult. The numbers set out in the table below include, for Scottish Enterprise, the chief executive, all "director" level executives and the chief executives of the local enterprise companies; for the Scottish Development Agency, the chief executive, all "director" level executives including regional directors and the company secretary; and for the Training Agency, its director in Scotland, his deputy and the area managers in lowland Scotland.
