§ Sir George YoungI hope before the recess to lay an order introducing a scheme to help council leaseholders564W needing to move but unable to sell their flats bought under the right to buy because of mortgageability problems. Where leaseholders can buy a more suitable home from their local authority, the scheme will allow the council to take back the present flat in exchange, and to offset the right-to-buy price paid for it against the sale price of the exchange property. We will also be releasing shortly a discussion paper covering this and a number of other measures to help council leaseholders.
