asked Her Majesty's Government:

Whether they will introduce legislation in the next Session of Parliament providing for the freehold ownership of flats.

Provisions in the Leasehold Reform, Housing and Urban Development Act 1993 enable qualifying long leaseholders of flats collectively to purchase the freehold. I am unable to anticipate what may be in the Gracious Speech, but it is the Government's intention to introduce a Commonhold Bill when Parliamentary time permits.
