Mr. Madden

To ask the Secretary of State for Health if she will appoint an independent inquiry into how a patient admitted to the secure unit located at Lynfield Mount hospital in Bradford escaped from the hospital grounds on 21 June; what assessment she has made of the adequacy of the security arrangements at the secure unit and in the hospital; and what her policy is in respect of the location of secure units in residential areas.

Bradford community health national health service trust has instigated a full investigation into this matter.

Hospitals are responsible for ensuring that security of pyschiatric patients is maintained at a level consistent with the risk that they may present to themselves or to other people. The siting of national health service facilities has, since April 1991, been subject to the normal requirements of town and country planning legislation.
