§ Dr. MawhinneyThe National Health Service and Community Care Act 1990 provided for all trusts to employ staff on such terms as they think fit. The chief executive of the NHS executive wrote on 6 June to the chief executives of all trusts asking for local action plans to be established by October 1994 for local pay machinery to be in place by February 1995.
