Mr. HoggThe Governments of the United Kingdom and Azerbaijan signed a memorandum of understanding on energy co-operation in February 1994 which made reference to the Azerbaijani sector of the Caspian sea. The Government of the Russian Federation subsequently transmitted to Her Majesty's embassy in Moscow a note setting out their views on the legal status of the Caspian sea.
