§ Mr. AtkinsAction to stimulate markets for recycled materials is a key element of the producer responsibility challenge to the packaging industries. If those industries are to achieve their target of recovering 58 per cent. of used packaging by the year 2000 in the most cost-effective way, they will need to ensure not only that used packaging is collected but that there are markets for the recycled material, and that buyer specifications do not unreasonably restrict these markets.
