asked Her Majesty's Government:

Whether they will now support Mr. Yeltsin's renewed proposal, made in the course of the South Korean President's recent visit to Moscow, for holding an international meeting on "security and the non-nuclear status of the Korean peninsula", with the participation of Russia, both the Korean states, the USA, China and Japan, before any imposition of sanctions on North Korea, and if not why not.

The Russian proposal to hold a conference on the security of the Korean peninsula is one of a number of responses to the situation currently being considered.
