To ask the Secretary of State for Transport what steps he is taking to discourage dangerous driving by newly qualified drivers.

We are taking forward the measures announced by my right hon. Friend on 9 February,Official Report, columns 270–71. We are developing road safety education material for the 16-plus age group in schools and colleges, a scheme for post-test driver training linked to lower insurance premiums, and a separate theory element to be included in the driving test from 1996; and are considering the introduction of a scheme requiring newly qualified drivers to retake the driving test if they commit serious traffic offences.
