Further to the remarks of Baroness Cumberlege (H.L. Deb, 10th May 1994, col. 1489), whether any independent panel has ever advised them that they should introduce an "objective" test of incapacity for work.

Viscount Astor

The assessment panel has been advising the Government on the detail of the new medical test of incapacity. The panel has not been asked to advise on the principles behind the new test, although the Government of course welcome constructive comments.
