asked Her Majesty's Government:

Further to their reply of 3rd May 1994, (HL Deb, col. WA61) whether they will undertake to resist all attempts to impose a written constitution on the European Union including the one proposed by the European Parliament, and whether they maintain their view that there is "no need for" a constitution as proposed by the European Parliament.

There has been no change of policy since my Answer of 3rd May 1994. Amendments to the existing Treaties must be agreed and ratified by all member states, in accordance with Article N of the Maastricht Treaty. We shall consider proposed amendments on their merits.
