Whether they will urge the relocation in Sarajevo of the offices of all international agencies dealing with Bosnia-Herzegovina (eg UNICEF, UNHCR).

No. It is a matter for the agencies concerned to determine how best to deploy their resources to provide humanitarian assistance to the target beneficiaries, who are dispersed throughout Bosnia-Herzegovina and other parts of the former Yugoslavia.
