HL Deb 25 July 1994 vol 557 c59WA
Lord Judd

asked Her Majesty's Government:

Whether, in the light of their commitment to good governance and human rights, they are giving or intend to give aid to Kenya.

The Minister of State, Foreign and Commonwealth Office (Baroness Chalker of Wallasey)

Our project aid to Kenya amounts to £20 million per annum. We announced last November a new pledge of £15 million programme aid, £5 million of which was made available immediately. At an informal meeting under World Bank auspices on 20th July, we announced that we were ready to discuss arrangements for the early disbursement of a further £5 million, in recognition of Kenya's progress on the economic front. Release of the third and final tranche—and any possibility of a new pledge—will depend on progress on the political front (including good governance and human rights) as well as continuing momentum in the economic reform programme. We keep the human rights situation in Kenya constantly under review.
