To ask the Secretary of State for the Environment what representations he has received on the subject of the future of water charges(a) in relation to meters, (b) using the council tax banding system and (c) exemptions for churches and other religious buildings; and if he will make a statement.

Mr. Atkins

Representations are received by the Department from time to time about alternative methods of charging for water, including the use of meters and council tax valuation bands. No representations have been received about exempting churches and other religious buildings from water charges. It is for each water company to determine the basis for charging in its area.
