To ask the Secretary of State for Scotland if he will consider the designation of St. Andrew's Day as a public holiday in Scotland.

Public holidays in Scotland are not defined in statute, but by long tradition and practice are determined by individual local authorities in consultation with local interests. My right hon. Friend has no power to intervene in this process.
