To ask the Secretary of State for the Environment what is the total received in national non-domestic rates in each year since its inception from each local authority; and what corresponding payment has been paid to each local authority on the same basis.

To ask the Secretary of State for the Environment under what statutes or regulations bailiffs acting on behalf of local authorities seeking to enforce payment of uniform business rates are permitted to seize from(a) limited and (b) unlimited liability companies goods essential to the conduct of their lawful business.

The regulations which govern the levying of distress to cover non-payment of liability for non-domestic rates are the Non-Domestic Rating (Collection and Enforcement) (Local Lists) Regulations 1989, S.I. 1989 No. 1058, as amended by the Non-Domestic Rating (Collection and Enforcement) (Amendment and Miscellaneous Provision) Regulations 1993, S.I. 1993, No. 774. These regulations are made under paragraphs 1 to 4 of schedule 9 to the Local Government Finance Act 1988. There were equivalent provisions under the General Rate Act 1967.
