To ask the Secretary of State for the Environment what plans he has to extend powers under section 20 of the National Parks and Access to the Countryside Act 1949.

Regulation 28 of the Conservation of Natural Habitats Regulations 1994, recently laid before the House, enables the appropriate nature conservation body to make byelaws for the protection of important European sites under section 20 of the 1949 Act. My right hon. Friend has no plans to extend these powers.
