To ask the Secretary of State for Health what regulations govern(a) the placement of a child by a local authority on a fee-paying basis with two adults who are partners, and who are offering care for three children as a private children's home unregistrable under the Children Act 1989 and (b) the placement of a child by a local authority with two adults who are partners and are offering care for three children.

Any placement of a child by a local authority under the Children Act is governed by the Arrangements for Placement of Children (General) Regulations 1991, the Review of Children's Cases Regulations 1991, the Representations Procedures (Children) Regulations 1991, the Contact with Children Regulations 1991 and the Definition of Independent Visitors (Children) Regulations 1991. In some circumstances, the Foster Placement (Children) Regulations 1991 also apply.
