Mr. Henderson

To ask the Secretary of State for the Environment what assessment he has made of whether adequate statutory powers exist for elections at the commencement of shadow periods of all new unitary authorities established consequent upon the local government review for England, including new authorities which have boundaries coterminous with either(a) an existing county authority or (b) an existing district authority; and if he will specify the source of those powers.

The Government are satisfied that the statutory powers contained in sections 17 and 19 of the Local Government Act 1992 are adequate for such elections.
