§ Mr. ForthI am pleased to be able to announce that regulations governing the tribunal's procedures have today been laid before the House. In addition, a guide to the tribunal, entitled "Special Educational Needs Tribunal: How to Appeal", which has been awarded the crystal mark by the Plain English Campaign, will be published shortly. The guide will suggest easy-to-follow steps for parents wishing to appeal to the tribunal. I am arranging for proof copies of the guide to be placed in the Library.
