Further to their Answer of 20th June (HL Deb, col WA 8) whether they are aware of the difficulties caused to Evelyn Evans, as applicant in proceedings 109WA against the Civil Aviation Authority, claiming racial discrimination in employment, caused by the exercise by the Secretary of State for Transort of the powers conferred by Section 69 (2) of the Race Relations Act 1976, by issuing a certificate on 8th May 1994.
§ The Parliamentary Under-Secretary of State, Department of Transport (Lord Mackay of Ardbrecknish)The certificate in question was the subject of a judicial review in the Divisional Court, at which the Secretary of State's original decision to issue the certificate was upheld and the application dismissed.
