To ask the Secretary of State for Social Security in what circumstances private individuals are required to repay contributory, non-means tested benefits that, after four months on site, work is not proceeding as well as expected; is behind schedule; and that LUL has instructed its contractor to reprogramme the work. The Committee has been advised by the steering group that, notwithstanding these delays, LUL is confident the site will be handed back on schedule in February 1997. The Committee nevertheless remains concerned about this slippage so early in the programme and has therefore invited the managing director of LUL to complement his contribution to the steering group with regular meetings with the Committee. That invitation has now been accepted and the first of these meetings is expected to take place this autumn.

The target date for completion of the new parliamentary building remains at August 1999.
