To ask the Secretary of State for Transport what action he will now take to ensure that councils do not suffer financially by allocating a seat to every child on a school bus; and if he will make a statement.

The Public Service Vehicles (Carrying Capacity) Regulations 1984 permit three children, each of whom is under 14, to share a double seat and count as two passengers.

The Government are considering the way forward as part of the wider review.
