462Warrangements to special schools was deemed a significant variation to a local education authority's LMS scheme and as such it is for the local authority to publish the changes in accordance with section 42 of the Education Reform Act 1988 and the Education (Publication of Schemes for Financing Schools) Regulations 1993.
