To ask the Minister of Agriculture, Fisheries and Food what contribution she expects days-at-sea restrictions to make towards achieving the United Kingdom's multi-annual guidance programme target by the end of 1996; and if she will make a statement.

The United Kingdom's days at sea measures were due to be introduced in January this year. The National Federation of Fishermen's Organisations sought judicial review of the United Kingdom legislation and the High Court has referred a number of questions to the European Court of Justice as our legislation was based on Community regulations. The European Court is unlikely to respond until 1995. In those circumstances, the Government decided to suspend the days at sea restrictions pending clarification of the legal position.

Currently we are moving towards our targets via decommissioning and licence penalties. We are also having discussions with the Commission on the possible contribution to effort reduction from technical conservation measures.
