Whether they have received a copy of a letter apparently signed by President Yeltsin which authorises the Russian concern "Promekologiya" to "produce, buy, store, transport, deliver" and sell abroad up to ten tons of red mercury every year and if so, whether the copy appears, or does not appear, to be one of a genuine original.
