§ Mr. AllenTo ask the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's response to the recommendations of the Commissioner for Social Affairs as contained in his communication on immigration and asylum to the European Parliament and the Council 1994 that the member states ratify the international convention for the protection of rights of all migrant workers and members of their families, adopted by the United Nations on 18 December 1990.

The Government deposited their explanatory memorandum on the communication on 25 March. We have considered this convention carefully, but are unable to sign it, as it goes beyond our existing international commitments on access to labour markets and measures necessary to secure the interests of migrants working here.
