To ask the Secretary of State for Foreign and Commonwealth Affairs if he will publish his instruction dated 4 July 1991 to Sir Tim Lankester in respect of the Pergau hydro-electric project.

The Public Accounts Committee was informed that, in accordance with usual practice, this internal document would not be released. The Foreign and Commonwealth Office will prepare a full memorandum in response to the request now expected from the Foreign Affairs Committee following its decision of 26 January.
