To ask the President of the Board of Trade what are the implications of the Government's "back to basics" policy for his Department during 1994.

[holding answer 25 January 1994]: It has been the practice of successive Administrations to control the transhipment of licensable goods in accordance with procedures agreed with COCOM partners; it has also been the practice not to disclose information about such licences. My officials are currently reviewing the basis of United Kingdom transhipment controls with other interested Departments.
