To ask the Secretary of State for Foreign and Commonwealth Affairs if he will hold discussions with the Governments of those commonwealth countries whose nationals are currently able to visit the United Kingdom without a visa about the European Commission's proposals to make a list of countries whose nationals must be in possession of a visa when crossing the external frontiers of member states.

The European Commission's proposals will be a matter for discussion with European Union partners and the Commission. I do not propose, at this stage, to initiate discussions with those commonwealth countries whose citizens would be affected by the Commission's proposals as currently drafted.
