§ Mr. HagueAll invitations to tender issued by this Department include specific details of the basis on which tenders must be submitted and require tenderers to produce a declaration of compliance with the stipulated conditions. If, prior to the award of the contract, we become aware that these procedures have been flouted, we will not proceed further with that tenderer.
