HC Deb 24 January 1994 vol 236 c52W
Mrs. Roche

To ask the Secretary of State for the Home Department (1) if the aircraft commander on the plane in which Dorothy Nwokedi was deported had given explicit authorisation for the use of the restraints used upon her;

(2) if he will publish the record of the reasons for the use of restraints used on Dorothy Nwokedi and of the aircraft commander's authority.

Mr. Charles Wardle

Measures were taken to restrain Mrs. Nwokedi on board the aircraft in order to avoid endangering the safety of others on board. The captain's authorisation was not explicitly sought, but he was fully aware of the measures taken and has confirmed that he was satisfied that they were necessary for the safety of other passengers.
