Mr. Flynn

To ask the Secretary of State for the Home Department what assessment he has made of the measures introduced in Holland over the last 10 years to deal with the use of cannabis, cocaine and heroin; and if he will make a statement.

We keep in close touch with developments in drugs policy within Europe and further afield, both through the formal European Union, Council of Europe and United Nations drugs forums and through informal contact. My right hon. and learned Friend discussed various aspects of drugs policy with the Dutch Minister of Justice, Mr. Hirsch Ballin, when he visited London in September 1993.

Nothing in the Dutch experience has so far seemed to justify our changing the system of controls provided under the Misuse of Drugs Act 1971.
