To ask the Chancellor of the Duchy of Lancaster what savings he estimates will result from the introduction of market testing in the civil service; and if he will make a statement.

In my statement to the House of Commons on 4 November 1993, I announced that provisional figures suggested that the "Competing for Quality" programme, of which market testing is part, had resulted in annual savings of approximately £100 million by 30 September 1993.

Further detail on the outcome of the programme will be published in the "Citizens Charter Second Report".
