§ The Minister of State, Foreign and Commonwealth Office (Baroness Chalker of Wallasey)The primary objective of IPPF and UNFPA in China is to promote better reproductive health and family planning programmes based on the principle of free choice. Her Majesty's Government take account of the efforts made by these agencies to encourage changes in the application of coercive legislation. We consider that the dialogue between these agencies and the Chinese authorities is having an impact.
