HL Deb 20 January 1994 vol 551 c53WA
Lord Braine of Wheatley

asked Her Majesty's Government:

What account they take in making grants to the population control work of the International Planned Parenthood Federation and the United Nations Fund for Population Activities of Chinese state laws precribing mandatory abortifacient contraception, sterilisation and abortion.

The Minister of State, Foreign and Commonwealth Office (Baroness Chalker of Wallasey)

The primary objective of IPPF and UNFPA in China is to promote better reproductive health and family planning programmes based on the principle of free choice. Her Majesty's Government take account of the efforts made by these agencies to encourage changes in the application of coercive legislation. We consider that the dialogue between these agencies and the Chinese authorities is having an impact.

Lord Braine of Wheatley

asked Her Majesty's Government:

Whether they will place in the Library of the House any reports they have received from United States Congressman Chris Smith regarding coercive abortion in China.

Baroness Chalker of Wallasey

Officials from my department will arrange for copies of such papers recently received from United States Congressman Chris Smith to be placed in the Libraries of both Houses.

Lord Braine of Wheatley

asked Her Majesty's Government:

What discussions they have held with the International Planned Parenthood Federation and the United Nations Fund for Population Activities concerning coercive population control in China.

Baroness Chalker of Wallasey

Regular discussions are held, most recently with IPPF on 11–12 November 1993 during the Annual Donor Meeting, and on 18–19 January 1994 with UNFPA.
