§ Mr. SproatAlmost all of my Department's executive functions are carried out by its two executive agencies and by its 43 non-departmental public bodies which operate at arm's length from Government. My officials wrote to the chief officers of those bodies in 1992 to advise them that 1993 had been designated European year of older people and solidarity between generations so that they could consider what contribution could be made by their respective bodies within the programmes funded through the Department.
