To ask the Secretary of State for the Environment what assessment he has made of Chelmsford borough council's use of the power in the Environmental Protection Act 1990 to enforce the law against litter.

Mr. Atkins

The Tidy Britain Group, which monitors local authorities performance under the Environmental Protection Act, tells me that Chelmsford borough council continues to make good use of the powers available to it. By employing litter wardens, adopting the fixed penalty scheme, and fining offenders, it is providing a strong deterrent to prospective litter louts.
