To ask the Secretary of State for the Home Department if he will reduce the minimum age for community service.

Mr. Maclean

I have no plans at present to bring forward legislation to lower the minimum age for community service of 16; but I want to consider, as part of the review of national standards for community sentences, increasing the scope for younger offenders to undertake tasks of a reparative nature for the benefit of local communities as part of effective supervision programmes.

To ask the Secretary of State for the Home Department what plans he has to increase or strengthen community penalties.

Mr. Maclean

I plan to strengthen community penalties through the review of national standards now in progress.
