To ask the Chancellor of the Duchy of Lancaster what provisions of the citizens charter assist private citizens wishing to ascertain the cost-benefit analysis provided by local authorities to the Ministry of Transport in respect of bypass schemes.

The citizens charter aims to ensure that there is no secrecy about how public services are run, how much they cost, who is in charge, and whether or not they are meeting their standards. In line with this principle, there are no restrictions on private citizens looking at the results of cost-benefit analysis provided by local authorities to the Department of Transport in respect of bypass schemes.
