To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on negotiations with North Korea for the access of nuclear inspectors from the International Atomic Energy Agency to its nuclear facilities.

North Korea's refusal to comply fully with its IAEA safeguards agreement is a cause for great concern. We hope that the problem can be resolved through dialogue between North Korea, the United States, South Korea and the IAEA. Any solution must reaffirm the IAEA' s right to inspect all North Korean nuclear sites to the agency's satisfaction.
