i. Figures include expenditure by Health Authorities, the Welsh Health Common Services Authority, Pembrokeshire NHS Trust and the Health Promotion Authority for Wales but excludes those of Family Health Services Authorities whose corresponding costs are not identifiable on the same basis.

ii. It should be noted that since 1989 senior managers' terms and conditions of service have been extended to second and third level managers and some senior nurses and other professional staff have also transferred to the senior management grades.
