To ask the Secretary of State for Transport what assessment he has made of whether the discretion afforded to an inspector appointed by the chief inspector of marine accidents under the regulations concerning the conduct of inquiries into maritime collisions (SI, 1989, No. 1172) is compatible with the open policy objectives of Her Majesty's Government.
