§ Mr. Lennox-BoydClaims for compensation against foreign Governments must be pursued through their courts. Under international law, a Government will not consider espousing a claim on behalf of an individual while other legal channels remain open. Even after the claimant has exhausted all available legal channels, we would need to consider all the circumstances of each case before taking such a course.
