To ask the President of the Board of Trade if he will seek discussions with the utility chairmen about the rights of low-income consumers.

This is a matter for the regulators, who have a duty to protect consumers' interests.

To ask the President of the Board of Trade if he will ask the National Consumer Council and the utilities consumer committees to consider what improvements might be made in the rights of low-income consumers.

The National Consumer Council and the utilities consumer committees have a duty to consider the interests of all consumers.
