To ask the Secretary of State for the Environment when he will issue regulations to control the sale of unauthorised fuels in smoke control areas and prohibit the sale of high-sulphur solid fuel.

Since the proposals were presented, levels of smoke and sulphur dioxide in the United Kingdom have continued to decline. Last year, annual average concentrations were 5 per cent. lower than in 1991–92 and only one site exceeded the European Community directive limit value. The need for these regulations is therefore being reconsidered.
