To ask the Secretary of State for Education what plans he has to ensure that the Further Education Funding Council encourages schools and colleges to do more for low achievers on training courses; and if he will make a statement.

The new funding methodology being developed by the Further Education Funding Council will help low achievers by requiring colleges to reach agreement with individual students on their lerning needs, their learning programmes and their goals. This will provide an incentive to colleges to ensure that they match students to programmes as effectively as possible. In addition, the funding methodology recognises that the cost of providing suitable courses for low achievers in colleges requires additional support. The Further Education Funding Council's funding responsibilities do not cover schools.
