§ Mr. Llew SmithTo ask the Chancellor of the Duchy of Lancaster if he will make it his policy to instruct all civil servants to ensure that marginal notes made on interdepartmental memoranda or other documents distributed for comment between Government Departments and executive agencies reporting to Government Departments always make comment directly on to the said documents and do not use detachable notes.
