Which priorities in Home Office spending plans will be reordered to meet the cost of the extra provision of prison places without making additional funds available.

The cost of the extra prison places will be met from within the Prison Service's existing capital budget. The relative priority of other building work has been examined, and a revised refurbishment programme has been drawn up. The final decision on which schemes will have to be deferred has yet to be taken, but it is expected that the 1994–95 programme will contain, not only those required to produce additional prison places, but also a number of other schemes to improve security and control and improve conditions.
